Devonport City Council has voted to put the rezoning and permit application for the proposed new $40 million Stony Rise Village retail centre on public exhibition, representing a major planning milestone for developer Tipalea Partners.
The plans will be on public exhibition online and at Council’s office for 30 days to enable the local community to provide their feedback on the proposal.
Prominently located on the corner of Stony Rise Road and Friend Street and adjacent to the Devonport Homemaker Centre in Stony Rise, the site has laid dormant for more than ten years but will be revitalised by the new 7,500m2 neighbourhood retail centre.
Stony Rise Village will provide convenient everyday shopping facilities for the rapidly growing residential populations in Stony Rise, Miandetta and further south to Latrobe, Spreyton, Sheffield, and other suburbs.
“Stony Rise Village is essential retail infrastructure that is desperately needed to support and service the growing local population. Local residents shouldn’t have to battle into the CBD to do basic everyday shopping. Not only will the new centre underwrite the continued growth of Devonport, but it will deliver convenience, choice, and competitive prices to the local community,” said Scott Spanton, CEO of Tipalea Partners.

Testimony to the pent-up demand for more retail closer to the residential community in Stony Rise, Woolworths has committed as anchor tenant and will open a full-line supermarket spanning 4,000m2, including 400m2 dedicated to online Direct-to-boot and Pick-up.
Importantly, Stony Rise Village will represent Woolworths’ largest store in Tasmania’s north-west and it will serve as a delivery hub for online grocery orders.
Tipalea plans for the supermarket to be complemented by a range of supporting retail and food outlets catering to the everyday needs of the catchment area such as pharmacy, medical, dental, vet, newsagent, café, bakery, nails and beauty, bottle shop, vet, car wash, pizza and take away food options.
According to Tipalea, local traffic is one of the biggest issues that must be addressed for the development to move forward, with the intersection of Stony Rise Road and Friend Street a top priority.
“We know this intersection is already at capacity and is in desperate need of upgrading. We simply cannot open Stony Rise Village until that upgrade is complete and will be working in close collaboration with both State Growth and Council to resolve this,” Spanton said.
Tipalea Partners will host a community update in mid-November to further showcase Stony Rise Village and invite further feedback from locals.

“It is important to emphasise that Stony Rise Village is firmly focused on the everyday shopping needs of local residents and will not cannibalise CBD retail. Uses that belong in the CBD such as offices, jewellery and fashion are prohibited under the Stony Rise Village proposed zoning,” he said.
Stony Rise Village is set to be the most technologically advanced neighbourhood centre in the north-west with a full solar array, EV charging stations, weather station, free Wi-Fi, wireless charging stations, a dedicated smart building app, cloud-based CCTV throughout, car counters, duress intercoms and a building information dashboard.
It will also introduce a range of contemporary retail design features not seen in Devonport previously including a modern and welcoming parents’ room, abundant and convenient parking with shade sails, drive-through click and collect, leading-edge technology and security, safe pedestrian access, separate truck and loading access and engaging public art.
Tipalea Partners has been investing and creating jobs in Tasmania for more than 15 years, and Stony Rise Village represents its fourth Tasmanian project. The project is earmarked for delivery by 2024 and will generate more than 1,000 jobs.
It recently opened Glebe Hill Village in Howrah, already hailed as Tasmania’s most technologically advanced and environmentally friendly neighbourhood centre.
Tipalea Partners has successfully developed several strong neighbourhood retail centres in locations such as Mackay in Queensland, Pimpama on the Gold Coast, Muswellbrook in the NSW Hunter Valley, and Launceston in Tasmania.
