Elanor Investors Group have unveiled the draft plans for the redevelopment of its Warrawong Plaza. The revitalised Warrawong Plaza will feature 12 residential towers, reaching up to 22 storeys, providing a transformative boost to the local community and economy.
Elanor Investors Group has submitted plans for the proposed rezoning of the 7-hectare site, which will facilitate the construction of 1,300 new homes, including 10% dedicated to affordable housing. This proposal is one of four in New South Wales under the State-Assessed Planning Proposal pilot announced last July, aiming to increase the supply and diversity of housing across the state. These plans are now on display for community feedback, marking a significant milestone in the journey to revitalise Warrawong Plaza.
The redevelopment will increase the building height from eight to 22 storeys, featuring staggered heights for a visually appealing skyline. Existing retail space will be retained, with shops operating during construction. The project is expected to support 540 jobs during construction and an additional 540 operational jobs once completed.
A 3,000m2 publicly accessible plaza will provide green spaces and links with Cowper Street and Northcliffe Drive, enhancing community connectivity and quality of life.

The developers are targeting the first stage of residential development be delivered by 2028, subject to authority approvals meeting the local housing needs and setting the stage for further growth and investment in the area.
Warrawong Plaza recently completed a $30 million development, introducing a new Woolworths Supermarket that integrates physical retail with ecommerce to meet the growing demand for online grocery shopping and ‘Last Mile Logistics’ in the wider region. The centre also recently welcomed Toymate to Level 1 on 13th June and are scheduled to welcome a number of exciting retailers in the coming months.
